Hot-water diagnosis and replacement quotes: what are you paying for?
Short answer
A hot-water visit could be for fault diagnosis, repairing the system or replacing it. A labour-only installation amount isn't the total for a supplied-and-installed system. Ask the business to identify the job and give a written price for the actual appliance, parts, labour, connections and certificates.
Which job is being quoted?
Diagnosis: an assessment to establish what has failed. Ask whether repair labour or parts will be quoted separately.
Repair: fixing an identified fault or replacing a component, subject to a qualified assessment.
Replacement: supplying, disconnecting, removing and installing a complete appliance. A replacement quote should say which unit and site work it covers.
Conversion: changing between gas, electric-storage or heat-pump systems can involve different connections, space, electrical supply and approvals. It isn't the same job as a like-for-like swap.
Published prices show why scope matters. Essendon Plumbing Services advertises $550 for same-day hot-water replacement labour, excluding the hot-water system; the GST treatment of that specific $550 line is unclear. Newton Plumbing's 2026 guide lists $1,500–$2,500 including GST for supplied-and-installed 250–315 L electric-storage units. These are different providers' published examples for different jobs, not matching quotes or a Melbourne average. Check the tank, capacity, connections, removal, GST and certificates in your written total (sources checked 18 October 2026).
A labour-only quote does not avoid plumbing certification rules. The Building and Plumbing Commission counts customer-supplied appliances and materials toward the total work value, and specified Type A gas-appliance replacement work requires a compliance certificate regardless of price. See How to check a Victorian plumber's registration and paperwork for the requirements and the unresolved exact-$750 wording difference.
What a written replacement quote should show
Compare the scope under these headings, not just a headline installed price.
If a quote shows an upfront discount or rebate, ask whether it is a federal Small-scale Technology Certificates (STCs) discount, Victorian Energy Upgrades (VEU), Solar Victoria's hot-water rebate, or a combination. Check the model and provider, confirm approval, identify which discounts are already deducted, and ask what you must pay if one is refused. Solar Victoria calculates its rebate on the product price after STC and VEU discounts.
VEU hot-water discounts normally involve an accredited provider before installation, and the customer must contribute at least $200 including GST. A completed VEU upgrade cannot be free. A retrospective discount may be possible only in limited circumstances and is not guaranteed.
For a standard Solar Victoria hot-water rebate, get eligibility approval and have the installer scan the issued QR code onsite before starting work. A broken or unsafe system may qualify for Solar Victoria's separate emergency process after installation through an authorised retailer, but the rebate can be refused. The system being replaced must generally be at least three years old, and household and property conditions apply.

Check the trades and certificates
Water-supply plumbing, gasfitting and electrical connections may require different authorised practitioners. Ask who will do each part, whether a plumbing compliance certificate, electrical Certificate of Electrical Safety or inspection is required, and who will supply that paperwork. See How to check a Victorian plumber's registration and paperwork.
If something is unsafe
Suspected gas escape or dangerous electricity needs the relevant official emergency and qualified-trade response. Do not use a future booking or a general price guide to decide that it can wait.
